Advising regional airports

Stratagem has a longstanding history in providing advise for and on regional airports, in the Netherlands and elsewhere in Europe. Customers are regional, local and national authorities, airport owners and other stakeholders. In the Netherlands, advise has been asked specifically before and during  the consultation process which is called Tafel van Alders.

In 2008, Stratagem performed research on behalf of the Chamber of Commerce Gooi-, Eem-, Flevoland, which resulted in a report which is available through their website. Click here.

Spatial planning advises for railway infrastructure planning

Stratagem was invited to provide input for decisionmaking in the field of spatial planning. The work includes societal cost-benefit analyses.

Maintenance Boulevard

One of the activities for Maintenance Boulevard is the development of innovation plans for the participating companies. Maintenance Boulevard has a dedicated website.

Advising regional airport Netherlands Information Centre for Aerospace (NICA)

In 2005, Stratagem offered the Netherlands Aerospace Group to assist with knowledge questions. Previous research learned that the members of the NAG, all companies active in the aviation industry, had a great number of information needs that they could not address elsewhere. In close cooperation with the management and staff of the NAG, the Netherlands Information Centre was set up. For the start period, Stratagem and NAG managed to receive funding from the NIVR, which enabled the hiring of full-time staff to carry out the tasks of the NICA: such as providing answers to (market) questions, helping companies with forecasts, organising training and quality sessions. For more than three years, Stratagem has had an active role, not only in policy advise, but also on an operational level, developing activities and connecting people. Since 2009, Diana Nikolova is manager of NICA, fully employed by the Netherlands Aerospace Group.

QLAIR Project Office

QLAIR is the abbreviation of ‘Quality of Life in Airport Regions’. QLAIR is one of the projects that are performed under the ARC umbrella. The Provincie N00rd-Holland and the Municipality of Haarlemmermeer are lead partner of the project. In total, eight airport regions are involved. The first phase, starting in 2008, contained governance attention, the preparation of four short-term projects and the composition of ‘Key Elements’, which serves as a dictionary for those who have to deal with airport issues but are not familiar with the aviation language. In October 2008, the four projects started:

  • Information & communication procedures
  • Including ground noise in aircraft noise reduction policies
  • Mitigation and Compensation measures
  • The impact of Air Traffic Management on spatial planning

The presentation of the results of each of these projects was during the QLAIR Conference (see also ‘news’, and information through the provincie Noord-Holland website).

Stratagem is responsible for the project management of QLAIR, and has carried out research for the Information & Communication, and the Mitigation & Compensation projects. Each of the projects have a full report and an executive summary which will be available through the ARC website. Follow on work for the year 2010 is in preparation.

Nomination Amsterdam for Topinstituut Supply Chain Management/Supply Chain Campus

In close cooperation with ARCUSplus, Stratagem provided project management and advises in the preparation of the application for locating the new top institute supply chain management and the supply chain campus. We connected major organisations in the Metropool region Amsterdam, and weekly meetings with them regarding the development of a strong application. Parties involved in the application are the City of Amsterdam, Municipality of Haarlemmermeer, Stadsregio, Chamber of Commerce, Port of Amsterdam, Schiphol Airport Development Corporation, Ondernemersvereniging Amsterdam, and Air Cargo Netherlands. The application was presented to the Commissie Van Laarhoven. After the final presentation, the decision was in the favour of the Municipality of Breda, which has named the institute Dinalog.

As follow on activities, ARCUSplus and Stratagem have developed an action plan to set up a knowledge network logistics (Amsterdam Trade & Logistics), to connect the companies in the Metropool region that have concrete research questions with knowledge institutes within the universities and college in Amsterdam. The joint actions should lead to applications for projects towards Dinalog.

Development of the aviation policy agenda for regional authorities

Stratagem was asked to advise regional authorities in the development of the aviation policy agenda. Due to major adjustments in the national legal frame work, the current agenda was outdated. The document was adopted by the Council of the Province.
